Moreover, the increase in the threshold level of non-taxable income,from N$40,000 to N$50,000, is seen as very positive. It is broadly believed that those earning under N$50,000 are better able to use their incomes to improve their standard of living to the minimum levels desired by the nation, than is the state. Given that a large percentage of the revenue collected by the state is “lost” in bureaucratic process (thecivil service wage bill, government buildings and vehicles, for example), this assumption is likely to be correct.
Another substantial change to the new income tax tables is the introduction of two new tax brackets. Previously, the rates in tax brackets increased sharply, with the most notable example being the first tax bracket of 27 percent. Thus, earnings over N$40,000 and under N$80,000 were taxed a whopping 27 percent. With the additionof two new tax brackets, this is now substantially reduced so that thefirst taxable bracket pays only 18 percent tax, as opposed to the previous rate of 27 percent.
