MFW wzywa Łotwę do rozważenia rezygnacji z planowanych obniżek podatku dochodowego, podniesienia podatków od nieruchomości, podniesienia CIT i podniesienia podatku na ubezpieczenia społeczne.
The International Monetary Fund (IMF) has advised the Latvian Government to pursue revenue raising measures in order to create fiscal space in the medium term.
The Fund estimated in its 2015 Article IV consultation report for Latvia that additional revenue measures equivalent to 0.6 percent of gross domestic product (GDP) in 2016 and 2017 will be needed.
The report urged the authorities to reconsider a plan to cut the personal income tax (PIT)rate by one percentage point to 23 percent in 2015 and a further one percentage point in 2016. These reductions "could constrain the budget's capacity for necessary capital and social expenditure," it said.
The IMF also said that
property tax revenue, which currently amounts to less than 0.8 percent of GDP (well below European and Organisation for Economic Cooperation and Development average levels) should be expanded.
The above measures, combined with the
removal of the cap on social security contributions, should be sufficient to close the revenue gap, the report said.
The IMF outlined a number of alternative measures for the Government to consider should it choose not to fully implement the above measures, including an
increase to the corporate income tax rate, which is among the lowest in the European Union.
