Okazuje się, że Winston Churchill już w wieku 22 lat słuchał wykładów mec. Bartosiaka dotyczących roli marynarki wojennej w utrzymaniu pozycji mocarstwowej.

W liście z 1896 roku (będąc w Indiach) pisał do swojej matki tak:

(...) I believe that it is necessary for us to have an unequalled navy: A fleet strong enough to render us superior to a combination of any two powers & with an ample margin for accidents. I would support taxation to almost any extent necessary to attain this end. (...)

(...) Where then is the necessity of an increase to the army? If money is to be spent & taxes imposed—let it at best be employed in making us supreme at sea. Given the unquestioned command of the sea—there is no part of our Empire which our present army could not protect—and without such command there is no part which two such armies could maintain. (...)
